Desire Housing Development Master Plan

Developed in response to an RFP for a HUD HOPE VI revitalization project under the auspices of the Housing Authority of New Orleans, BJSA's proposed master plan for this public housing development was cited as a national model by then-HUD Secretary Henry Cisneros. Original ideas proposed in this revolutionary holistic approach to revitalizing a delapidated public housing complex included large areas of green space,mini-parks and pedestrian walkways surrounding four distinct levels of public and market rate homes, townhouses and apartments. BJSA proposed making the project self-sustaining by incorporating social, job training, educational and public safety services along with a defined retail, commercial and light industrial corridor that would attract businesses, create jobs and generate tax revenues.
